"Leading Institutions of Higher Learning" or "Research Universities"?

The necessity of integrating science and education was proclaimed a strategic objective of scientific and technical development as far back as the late 1980s, when it had become clear that the economic mechanism was not effective and that a number of fundamental changes were needed. The support of the strongest institutions of higher education was provided through various mechanisms, for example through the classification of institutions of higher learning into universities, academies, and institutes as well as by way of implementing the "Universities of Russia" program (begun in 1992) and the "Integration" program (begun in 1996). Over time, the titles of these programs were modified and the emphasis was changed slightly, but on the whole they were oriented toward improving the quality of education and training cadres for science, in particular for organizations of the Russian Academy of Sciences. This article discusses the concepts of "leading" university and "research" university. (Contains 1 table.)
