Problems of the Social Development of Young People at Risk

In this article, the researchers examine a number of methodological problems involved in the study of risk among young people as a social demographic group, and they analyze the tendencies of social-development of the younger generation of Russians under conditions of risk. The analysis is based on data from a national sociological monitoring entitled "The Social Development of Young People," conducted by the Center for the Sociology of Youth, Institute of Social and Political Research, Russian Academy of Sciences, from 1990 through 2002. Their analysis confirms the existence of a connection between the degree of social uncertainty of the way of life of young people, risk, and the character of young people's value orientations. Uncertainty of the life situation and the necessity of engaging in risky behavior tend to "deform end values and activate means values," thus affecting the social development of the younger generation as a directed process. And at the same time, risk in its localized forms represents one means of realizing the innovative potential and other essential qualities of young people. For this reason, determining the most effective ways of localizing risk should be one of the top-priority directions in the state's youth policies in today's Russian society. (Contains 4 tables.)
