Welfare Reform when Recipients Are Forward-Looking

By studying recipients of aid under the Temporary Assistance for Needy Families (TANF) welfare scheme, the effect of time limits of welfare schemes on forward looking recipients is assessed using a discrete-choice dynamic programming framework model. The policy simulations for the preferred specification of utility reveal that two year time limits lead to 9 percent reduction in recipients and five year time limits to the benefits leads to a 60 percent reduction. One third of this reduction is attributable to behavioral change that is forward looking.
