Interviews sample of New Zealand governors, head teachers, and state education officials to determine nature and frequency of difficulties governing bodies experience in carrying out four key governance tasks. Finds three main types of difficulties: skill and understanding, difficulties in interaction with professionals, and inadequate understanding of the governance job.
