Path analyses of information from 780 Hong Kong elementary and 1,197 secondary teachers in the midst of national reforms indicated that internal school conditions (transformational leadership, supportive culture, flexible structure) promoted organizational learning and change. External and contextual conditions provided incentives and motivation for the extent of organizational learning that took place. (Contains 44 references.) (SK)
