Reviews the development of the Malaysian school guidance and counseling movement, the counseling paradigm in application, and the effectiveness of school counseling services, asserting that to ensure the effectiveness of school counseling, preservice school counselor training programs should adopt the scientist- practitioner paradigm and adapt the curriculum to conform to requirements for accreditation and the new paradigm.
