Argues that the significance of Britain's research assessment exercises (RAEs) lies in their contribution to legitimizing the restructuring of higher education, including the withdrawal of research funding from an increasing proportion of academics and departments. Focuses on the tightening of the coupling between research and "the needs of industry," and use of a system that simulates peer review to legitimize this process. (EV)
