Analyzes accountability and partnership in Northern Ireland's preservice elementary education, asserting that the real problem with school and teacher education is its segregated nature. Data from key partnership participants indicate that Northern Ireland's teacher education is simultaneously similar to and different from teacher education in the rest of the developed world.
