Trends in the Special Education Teaching Force: Do They Reflect Legislative Mandates and Legal Requirements?

Schools and Staffing Survey data on public school teachers from 1987-88, 1990-91, 1993-94, and 1999-2000 show the percentage of special education teachers increased; their assignment to specific disabilities decreased; more worked in resource rooms or collaborative teaching and fewer in self-contained classrooms; 85% have special education certification, more than half a master's degree.
