Explores the tension between formal and nonformal approaches to preschool education in India, through discussion of the preschool program of the Government of India's Integrated Child Development Services that targets disadvantaged children and private nursery schools operating on a commercial basis. Asserts that although a nonformal approach is endorsed as best for children in both settings, such an approach has little support in actual practice. (Author/KB)
