Presents three major areas of concern: social and ethnic stratification; the impact of competition; and open enrollment effects on academic achievement. Explores what is presently known (and not known) about the impact of interdistrict open enrollment in three areas. Focuses on the effect of open enrollment in Minnesota, which has been the site of the author's own research, but also includes national and international evidence. (SG)
