Identifies the use of ICT (information and communication technology) as a weak aspect of professional practice in Scottish and English primary schools based on school inspection reports. Suggests that the adoption of rational integration methodologies has resulted in a failure to understand the complex cultural, psychological and political characteristics of schools. (Author/LRW)
