Examined the use of privately funded, newly added resources to improve the education of at-risk urban students (books, instructional materials, computers, and after school programs). Data from interviews, observations, and surveys indicated that the resources had a positive impact. A range of factors influenced the impact of these resources, some that facilitated and others that undermined resource utilization. (SM)
