Describes instructional program coherence and how it should promote student achievement by assisting student learning and engagement and teacher effectiveness. Examines relationship between instructional program coherence and principal leadership in 11 Chicago elementary schools. Finds schools that ranked high in instructional program coherence had stronger principal leadership than lower ranking schools. Draws implications for educational leaders. (Contains 23 references.)
