Explores the estimation of tuition elasticity of resident and nonresident demand for higher education in the Pennsylvania State System of Higher Education. Finds that nonresident demand is price elastic, thus explaining the 40 percent decline in nonresident enrollment between 1991 and 1996 after average nonresident tuition increased nearly 20 percent annually from 1991 to 1993.
