Examines the noneconomic role of three regional international organizations--the European Union, the North American Free Trade Agreement, and the Asia Pacific Economic Cooperation. Describes differences in organizational structure and purpose, dimensions of organizational power, policies and intentions toward education, direct impact on national education systems, and indirect impact via politics of education.
