Western Wisconsin Technical College developed an assessment plan using a framework of continuous quality improvement. Faculty and administrators identified learning outcomes for 55 programs; effective oral and written communication skills were an outcome in 45%. common assessment measures were checklists, portfolios, and performance tasks.
