States that the 1998 mandate set forth by the Head Start Reauthorization Act requires that 50% of Head Start staff in the country must have an associate's, bachelor's, or advanced degree in early childhood education by 2003. Adds that this mandate inspired ACCESS, the American Associate Degree Childhood Educators, to partner with other institutions to develop a five-year initiative for the improvement of these training programs.
