Analyzes data on schools that were recognized as exemplary by the federal government from 1998-2000 through the Blue Ribbon Schools Program, concluding that blue ribbons were awarded to many mediocre schools and discussing how this could happen. The article suggests that the Blue Ribbon Schools Program is outdated, judging schools by what they do rather than by what they accomplish. (SM)
