Ethnographic fieldwork and a study of major educational reform documents in Japan suggest that despite calls for reforms promoting children's socialization, creativity, and individual talents, little will change at the high school level. The Japanese public's diffuse desire for more freedom and choice in education has been translated into curricular reform allowing teachers more pedagogical freedom. (Contains 72 references.) (SV)
