Welfare Reform: Remedy for Persistent Poverty in the Rural South?

During the 1990s, the South reduced welfare caseloads more than other regions, most likely due to a strong metropolitan economy. However, poverty, low levels of human capital investment, and a sluggish job market persist in many rural areas of the South, and participation in welfare programs would likely increase in an economic recession. Public policy implications are discussed. (Author/SV)
