Challenges conventional urban theory, which explains suburban decline in terms of who moves in and out, examining literature on the circulation of capital in the built environment. Analyzes the systematic withdrawal of capital from one New Jersey suburb, examining mortgage lending decisions to test the hypothesis that suburban decline cannot be explained solely in terms of the supposed deficiencies of new residents.
