Analyzes public opinion toward school desegregation in Hartford, Connecticut, using data from the University of Connecticut's Institute for Social Justice Inquiry. The public has a poor understanding of the educational value of integration. Desegregation will fail unless: whites believe it is within their best interest to pursue it, lawmakers pass appropriate legislation, or the court issues a mandatory desegregation order. (SM)
