Using data from 84 key Chinese higher education institutions, examines the effectiveness of a mid-1980s educational reform. Computes the efficiency of individual institutions' research performance, using data envelopment analysis. Research performance across regions has improved, but the institutions themselves remained inefficient between 1993 to 1995. (Contains 32 references.) (MLH)
