Skills needed for decent employment are rising. Most jobs require continuous learning. Increasingly fluid labor markets require individuals to keep learning so they can change jobs. School-to-work programs are of inconsistent quality because they are not part of the mainstream program. Ten principals of sensible school-to-work systems are presented, and exemplary Canadian programs are identified. (TD)
