Those outside the dominant groups in Canadian society have a need for ongoing learning at least equal to those among the dominant groups. Both must be satisfied through social agencies, volunteers, schools, and colleges. Building a comprehensive educational system requires sensitivity to generations, genders, new arrivals, and people whose circumstances have denied them opportunities to learn. (TD)
