Under neoliberal reforms, education in New Zealand has been reconstituted to augment individuals' skill formation for competing in the world marketplace. This paper explains OECD's human-capital rationale and discusses the New Zealand Qualifications Authority's vested interest in an accreditation regime that facilitates revenue-drawing credit accumulations.
