The characteristics of 128 youth with emotional and behavioral disorders referred to a multiagency care system were investigated according to agency referral, behavioral/emotional issues, and risk factors. Four types of referral profiles were identified: troubled, troubling, troubled and troubling, and at risk. Results are related to the policy debate regarding which youth should be given service priority. (Author/DB)
