What Can You Build with Thousands of Bricks? Musings on the Cumulation of Knowledge in Program Evaluation.
Lipsey, Mark W.
New Directions for Evaluation, n76 p7-23 Win 1997

Building social intervention theory and meta analyses are suggested as ways to unify this knowledge and make it useful. (SLD)
