Despite the Best Intentions: Inconsistencies among Components in Kentucky's Systemic Reform.
Guskey, Thomas R.; Oldham, Ben R.
Educational Policy, v11 n4 p426-42 Dec 1997

This article describes some unintended consequences arising from inconsistencies between and within components of Kentucky's systemic education reform. Policymakers must seriously consider such inconsistencies and their consequences for reform efforts. (33 references) (MLH)
