A study examined school-to-work system development from the perspectives of 107 local education agency (LEA) administrators. LEAs identified system needs as enhanced partnerships with local businesses, staff development, and implementation guidelines. The implications for regular and special educators interested in ensuring development of a comprehensive, inclusive school-to-work system are discussed. (Author/CR)
