This study investigated state practices related to the availability and nature of teacher certification requirements of teachers of students with emotional or behavioral disorders (EBD). More than half of the states reported existence of certification in EBD. Analysis of certification requirements indicated variability regarding the specificity of skill development necessary for teachers of students with EBD. A chart details requirements by state. (DB)
