To counter Hispanic migrant youth's educational discontinuities and high dropout rate, Congress established the national Migrant Education Program as part of the 1965 Elementary and Secondary Education Act. The Hawkins-Stafford Amendment (1988) expanded students' eligibility. Describes exemplary programs for older students: PASS (Portable Assisted Study Sequence), Texas's Project SMART, and Algebra across the Wire. (MLH)
