The high mobility of urban students results in reduced achievement and difficult learning and teaching conditions. The situation is complicated by the lack of a common curriculum even among schools in the same city. Transfers will never be eliminated, but standardizing curriculum delivery would reduce some of the associated problems. (SLD)
