Examines replacement labels for stigmatized (low-income) students, using the cases of "culturally deprived/disadvantaged" (CD terms) and "at-risk." Questions whether "at-risk" merely replaced the CD terms and represented little substantive change among policymakers and educators. A literature analysis indicates a pattern of replacement.
