In 1992, the British government published new secondary-teacher training criteria that challenged schools and higher education institutions to develop courses meeting requirements for teacher involvement and funding within tight time and financial constraints. This paper discusses emerging policy issues, illustrating with the views of students, teachers, and tutors involved in implementing a new course. (23 references) (MLH)
