Legitimation, Higher Education, and the Post-Colonial State: A Comparative Study of India and Kenya.
Hughes, Rees
Comparative Education, v30 n3 p193-204 1994

Three common strategies are increasing higher education enrollments, maintaining low fees and high subsidies for postsecondary students, and supporting a meritocratic selection process.
