Indirect Costs Rate Variation for University Research: Several Conventional Explanations Do Not Work.
Massy, William F.; Olson, Jeffery E.
Research in Higher Education, v35 n4 p393-413 Aug 1994

Results suggest universities are not overcharging the government. (Author/MSE)
