Examines pressures for schools to become more active in intergovernmental programming and challenges these programs pose to administrators, as determined by in-depth interviews with sample of principals and superintendents. Data suggest some programs are being accommodated smoothly within existing structures. As programs expand into more controversial areas, jurisdictional conflict may increase, and community acceptance may stratify along class lines. (MLH)
