Maryland's Division of Career and Technology Education implemented total quality management (TQM) through a vision and conceptual plan, organizational plan, process design, and job design for state staff. Keys to its success included partnerships with businesses using TQM, staff development, recognition of internal customers, high-level commitment, and inclusion and participation of all stakeholders.
