Community adult education theory and practice differ markedly in the United States and the United Kingdom because of differing educational and political assumptions. The U.S. "liberal model" assumes that community education uses existing local resources to serve recognized community needs. In the U.K. "liberating model," educational, developmental, and activist elements of community education support egalitarian social change. (SV)
