Examines the role of administrators in staff development. Reviews relevant literature and summarizes a qualitative study that compares 20 inservice presentations from experienced and novice speakers. The principal's job is to assess staff training needs, communicate them effectively to the speaker, and select speakers that use a wide variety of oral presentations. Open communication lines produce clearer "smoke signals." (MLH)
