Examined how principals and staffs of four elementary schools and two middle schools assessed context of their schools and how they responded to contextual factors. Analyzed data within and between sites to develop cross-site summary of factors. Four factor clusters emerged and were examined in terms of context, school responses, and resultant cultural change.
