Two studies evaluated barriers to implementation of curriculum-based measures in special education programs. Results of a Delphi probe with 56 administrators identified the barriers of teacher data utilization, logistical concerns, and difficulties inherent in introducing change. A survey of 146 teachers revealed logistical concerns and concerns with face validity of the measures. (DB)
