The joint preparation of teachers and principals for leadership in the improvement of elementary and middle school science instruction is discussed. An inservice program through which existing staff increased their science expertise is described. Schools are encouraged to build up their science programs through enhancement of the qualifications of existing teachers, as opposed to importation of a science specialist. (KR)
