Reviews major risk factors for cigarette smoking, alcohol, and other drug abuse and promising community approaches to primary prevention. Longitudinal study assigned communities to program and control conditions. Adolescent program participants exhibited significant reductions at three years in tobacco and marijuana use with equivalent reductions for youth at different levels of risk. (Author/NB)
