Although principals of small-town elementary schools do not encounter some of the social problems posed by their urban counterparts, they face similar administrative problems such as upgrading classroom teaching, improving student motivation, and managing their meager budgets efficiently while calming underpaid staff members and families beset by a worsening economy.
