Common patterns among developing countries' problems with teaching English as a Foreign Language (EFL) include (1) limited economic resources, (2) counter-productive policy shifts, (3) lack of professional expertise, (4) uncritical adoption of Western techniques, and (5) negative language attitudes. EFL teacher-training programs must recognize these problems if developing countries are to create conducive EFL learning environments. (CB)
