Planning for Quality in Educational Reform: An International Perspective.
Lynch, Patrick D.; Wiggins, Thomas
Planning and Changing, v19 n4 p195-204 Win 1988
The 1980s ideology, influenced by global economic downturns, deemphasized expanding educational quantity and access and focused on improving quality. This paper addresses equity/quality problems faced by developing nations. Qualitative improvement will be neither cheaper nor easier than expanding the present system. Improving both access and quality is essential. Includes 28 references. (MLH)
