Examined perceived effectiveness of elementary guidance programs in Tennessee public schools representing various student-to-counselor ratios. Results revealed that elementary school counselors were perceived by students, parents, and staff members as providing valuable service regardless of student-to-counselor ratio. Counselor availability had significant impact on perceptions of counselor effectiveness. (NB)
